Resolved -
This incident has now been completely resolved. When trying to download a csv file where there is not one, a new error message will tell the user that a csv is not available for the related invoice. All file downloads related to invoices are now functioning properly.

Update -
Tonight a fix will be deployed to address instances in which there is no csv to download, such as when the only charges on the PDF invoice are for subscription fees. Right now, an error message continues to appear in this circumstance. After the fix is deployed, an empty csv will be downloaded instead of an error message.

Monitoring -
The issue has been resolved for downloads of PDFs.
It has also been resolved for downloads of csv files where there is a file to download. However, in instances in which there is no csv to download, such as when the only charges on the PDF invoice are for subscription fees, the error message continues to appear. For the moment, users may interpret the presence of the error message as an indicator that there is no valid csv present to download. Engineering is working to clear this error occurrence and instead, simply download an empty file.
